Creating Trusted, Identity-Driven Federal Enterprises

We recently sponsored an event with the leaders of the National Strategy for Trusted Identities in Cyberspace (NSTIC) and the Defense Manpower Data Center (DMDC) discussing how federal agencies are improving identity verification programs by focusing on trusted personal credentials.

Government-wide regulations date back more than a decade, with many programs and identity management initiatives launched, such as HSPD-12 which called for a Common Identification Standard for Federal Employees and Contractors. Despite these efforts, there continue to be significant hurdles to ensuring only those entitled to information or systems are permitted access, and only legitimate and authenticated citizens and business receive approved government benefits. In response, Federal agencies are working to establish trusted credentials that will work across multiple agencies to deliver more effective information-sharing, enhance privacy protections, and reduce business operating costs.

The identity proofing that goes in front of the credentials is important to know that the person who is issued and using the credentials is the person it is supposed to be. As the speakers discussed, the government increasingly relies on high-quality data and sophisticated analytical approaches, as have been used for years in private-sector industries. By using person-related data over time, analytics are able to detect patterns and norms that can help agencies ensure the facts about an individual or business "add-up" and support verification of their legal identity.
