HUD Payment Error Rate Rising Despite EIV

The Department of Housing & Urban Development's payment error rate has risen from 3.9% in fiscal 2012 to 4.3% in fiscal 2013, according to the housing-related page on www.paymentaccuracy.gov. The increase came even though housing agencies are accessing HUD's Enterprise Income Verification system (EIV) at high rates: 97.2% of housing managers were able to access EIV as of the latest data, beating HUD's fiscal 2014 goal of 95%.

EIV is a requirement: housing managers and agents must start here to reduce improper payments. But EIV is based on new hire reporting that's at least a month old, and quarterly wage data reported by employers. The income data is, at best, many months old.
